On September 9, 2011, the California Legislature ended its regular session, acting on significant sales tax nexus legislation (signed by Governor Jerry Brown) and legislation impacting future state credits and incentives (vetoed by the Governor). However, the Legislature failed to enact legislation that formed Governor Brown’s “California Jobs First” plan, which included mandatory single sales factor apportionment for most taxpayers for the 2012 taxable year.
