About the Government-wide BPA for Performance Management and CPI

The Federal government is facing an increasingly tight fiscal environment and pressures to "do more with less." Federal agencies must improve effectiveness and efficiency of current operations to support their respective agency's initiatives.  

The Federal Improvement Team (FIT), which is a community of Federal CPI practitioners, and GSA are set to establish a common procurement vehicle to utilize business intelligence to better support performance management through the sharing of information and to lower overall total expenditures across the government for process improvement initiatives.  The result is GSA's Government-wide Performance Management and CPI BPA, which aims to obtain greater value on CPI contracts by streamlining ordering procedures, standardizing CPI support requirements, and effectively sharing leading practices.

Although there is no guarantee of future work under this proposed acquisition plan, the 10-year BPA will be divided into two Lots:

  • Lot 1 Performance Management/CPI Services will have an estimated annual budget of $60 Million with approximately 55% of the task orders expected to come from DoD agencies.
    • Scope of Lot 1 is expected to include:
  • Strategic Planning Support
  • Program Start-Up and Support Services
  • Change Management with and emphasis on Knowledge Management
    • The following GSA MOBIS SINs are required for the Services Lot:
  • MOBIS 874-1 Consulting Services
  • MOBIS 874-2 Facilitation Services
  • MOBIS 874-4 Training Services
  • MOBIS 874-5 Ancillary Supplies and/or Services
  • MOBIS 874-7 Program and Project Management

  • Lot 2 Performance Management/CPI IT Tools lot will have an estimated annual budget of $2 Million with nearly 90% of activity expected to come from DoD agencies.
    • Scope of Lot 2 is expected to include:
  • IT Tools
    • The following GSA Multiple Award Schedule IT SINs are required for the IT Tools Lot:
  • 132-32 Term Software License
  • 132-33 Perpetual Software License Facilitation Services
  • 132-34 Maintenance of Software as a Service

Contractor Team Arrangements (CTAs) are anticipated with strong consideration for socio-economic disadvantaged companies.
