About the Government-wide BPA for Performance Management/CPI Services

Performance management is driven by the Government Performance and Results Act Modernization Act (GPRAMA), which requires Agencies to identify high priority goals and report the progress towards those goals on a quarterly basis. In addition to GPRAMA, the Federal government is facing an increasingly tight fiscal environment and pressures to "do more with less." Agencies must optimize effectiveness and efficiency of current operations to support their respective initiatives.

GSA is creating a strategic sourcing initiative to provide the best value performance management and CPI services to Federal agencies through a pool of highly qualified contractors. This acquisition solution – a GSA Schedule multiple award BPA – will be available to all agencies who are eligible to order off GSA Multiple Award Schedules.

Although there is no guarantee of future work under this proposed acquisition plan, the expected value of this 5-year BPA is $60 million annually and will cover the following:

  • Task Areas
    • Strategic Planning and Program Evaluation
    • Strategic Business Analyses
    • Process and Performance Improvement
    • Communications and Change Management
    • Training, Certification and Recognition
  • GSA MOBIS SINs Required:
    • MOBIS 874-1 Consulting Services
    • MOBIS 874-2 Facilitation Services
    • MOBIS 874-3 Survey Services
    • MOBIS 874-4 Training Services
    • MOBIS 874-5 Ancillary Supplies and/or Services (optional)
    • MOBIS 874-7 Program and Project Management

Contractor Team Arrangements (CTAs) are anticipated with strong consideration for socio-economic disadvantaged companies.
