Given today's economic environment, our engineering and construction (&EC) clients are looking for ways to leverage the economic stimulus dollars and maximize the financial benefits. As of early November 2009, E&C companies received $9 billion, or 51% of the $17.7 billion distributed as part of the American Recovery and Reinvestment Act (ARRA) of 2009.

Although the flow of money may not be steady or predictable, hundreds of E&C companies are beginning to capitalize on opportunities to work on government-funded projects. However, along with these new opportunities come compliance and reporting requirements, which include everything from accurately stating how many jobs were created to disclosures about executive salaries.

To provide insight on this issue, our latest E&C report, Government compliance and reporting: Along with financial relief, economic stimulus dollars bring new rules to the engineering and construction industry, provides the following:
  • An overview of the ARRA reporting requirements, including key deadlines that must be met
  • An introduction to the Federal Acquisition Regulations (FAR) and the Cost Accounting Standards (CAS)
  • An explanation of the difference between a contract and a grant
  • Discusses the effect of ARRA on construction companies and contractors
