PwC’s Financial Services Regulatory practice is pleased to announce that Phyllis Cela, former Chief Counsel to the Division of Enforcement of the Commodity Futures Trading Commission has recently joined our team. Phyllis joins us after having spent almost 32 years at the CFTC serving in various roles within the Division of Enforcement, including a period as the acting Director of Enforcement. Since the passage of Dodd-Frank, Phyllis also was the Team Leader for the CFTC’s External Business Conduct Standards Rulemaking. For more than 15 years, Phyllis represented the CFTC on the cooperation and information sharing standing committee of the International Organization of Securities Commissions - IOSCO.
Phyllis will leverage her CFTC and industry expertise, experience and insights to advise our clients on the impact of the Dodd-Frank Act and regulatory reform on their global derivatives business. Moreover, with her extensive enforcement background, Phyllis will be available to advise our clients on potential CFTC enforcement actions. Phyllis will also be a member of our Washington DC-based Regulatory Center of Excellence, developing thought leadership and providing insights on derivatives reform and enforcement matters both in the US and globally.
Phyllis is now a Managing Director based out of PwC's Washington, DC office.
