Stephen Lechner specializes in providing cost and schedule analysis, project management consulting, economic and cost accounting analyses and general consulting for clients in design, construction, environmental, energy, manufacturing and other commercial industries. Steve has been retained as an expert on cost, schedule, performance and regulatory issues related to major capital projects and other programs in the US, Canada, Hong Kong, Mainland China, Australia and the Philippines.
Steve has consulted clients involved in capital projects, disputes and regulatory matters for over twenty five years. He has extensive experience evaluating the reasonableness of capital expenditures, cost and schedule control systems, cost accounting practices, commercial damages claims, procurement practices and regulatory compliance efforts. His consultation has involved the analysis and development of corporate governance structures and control environments for capital programs, detailed project performance analysis, assessments of project management control tools and procedures, project risk management, prospective and retrospective analysis of cost and management reasonableness, and assessments of economic impacts related to disputes and regulatory requirements.
Steve has significant experience leading PwC teams acting as external advisors to companies on large scale capital projects subjected to government, regulatory or investor scrutiny. He has successfully worked with company executives to develop reasonable project governance structures, monitoring procedures and status reporting templates for a variety of project stakeholders. He has also sat on various executive steering committees advising senior executives on project management issues from the perspective of an independent advisor.
Mr. Lechner has participated in numerous dispute mediations and settlement negotiations, has acted as an arbitrator and has submitted expert evidence on the reasonableness of project management approaches, as well as delay, productivity and cost accounting issues in various jurisdictions around the world. Mr. Lechner has a civil engineering degree and an MBA from the University of Illinois in Urbana, IL.
