A major health insurance company wanted to accelerate adoption of its service-oriented architecture (SOA) to increase business agility, reduce costs, and achieve faster time- to-market, particularly as it positioned itself to address the Patient Protection and Affordable Care Act (ACA). The company already had SOA standards, frameworks, services, and governance bodies in place, but they were limited, incomplete, and inconsistently applied during the development of SOA services.
PwC was engaged to help drive this project, bringing valuable institutional knowledge and a good sense of the culture and processes already in place. The team needed to design a Center of Excellence (CoE) within the company that was tailored to strategize, govern, manage, execute, and operationalize its SOA-related projects. We also collaborated with the client’s architecture organization to create a Service Development Cookbook. With the CoE established, a refreshed SOA governance committee, and additional support systems in place, the company was ready to march ahead with its SOA initiatives.
Impact on client's business
The team completed the project design in three months and mobilized the client in one month. After six months of getting the SOA-related technologies and processes up and running, the client is now equipped to launch the development projects required to achieve its goals.
Going forward, the company anticipates a reduced total cost of ownership (TCO) for its development infrastructure as well as strong ROI. Most important, the company is far more agile and is better positioned to rapidly respond to the changes that healthcare reform will likely bring in the months and years ahead.
