Institution of the Authorised Economic Operators – the approaching reality

Denis Shendryk, PwC’s Customs Leader, held a scheduled meeting of the Customs Committee of the Ukrainian Business Association on 28 October 2013. The meeting was dedicated to a discussion about the draft decree issued by the Ministry of Revenues and Duties granting Authorised Economic Operator status to legal entities and about the necessity of amending some provisions of the Customs Code of Ukraine.

The meeting hosted:

  • Andriy Ocheret, Chief of the Special Customs Procedures Department of the Ministry of Revenues and Duties;
  • Andriy Videnov, expert of the European Union Border Assistance Mission to Moldova and Ukraine.

The following points were discussed during the meeting:

  • the procedure of granting AEO status in the European Union
  • basic provisions of the Customs Code of Ukraine and the draft decree issued by the Ministry of Revenues and Duties – comparison with European practice, and 
  • the draft decree’s problematic aspects, which should be removed through public discussions.
