EU Services

PwC Romania was part of a consortium made with PwC Belgium and PwC UK which together with the Romanian Ministry of Public Finance drafted the harmonised VAT law.

A consortium formed by PwC Belgium, PwC UK and PwC Romania won the Phare tender regarding the development of a project, together with the Romanian Ministry of Public Finance, aiming to fully harmonize the VAT legislation with the provisions of the EU 6th Directive.

PwC VAT specialists undertook extensive efforts in order to ensure that the new VAT provisions would represent a functional structure build on the recommendations of the EU 6th Directive while taking into account the specifics of the Romanian business environment.

PwC ' s contribution was not limited only to drafting the new VAT legislation. Its efforts were aimed at creating a comprehensive and accurate framework in which the new VAT provisions could function. Hence, PwC contributed to the development of the methodology provisions for the new legislation and to drafting the new Minister of Public Finance Orders meant to enforce/clarify the EU harmonised VAT provisions.

An important part of the Phare project was the training component. Training programmes were designed and conducted for the Tax Authorities aiming to provide them with a general overview and basic understanding of the changes entailed by the new VAT legislation.
