The VAT rules, or so-called “VAT package”, brought significant changes to the VAT treatment of certain transactions between Romania, the European Union and beyond.

The amendments, effective from 1st of January 2010, had definitely an immediate impact on your business.

In particular, the rules governing the VAT treatment of services rendered to / purchased from the European Union and beyond have changed. The VAT Package introduced to Romania the principle of taxation at the place of consumption, and the rules also considered the status of the beneficiary (i.e. taxable or non-taxable person).

This, in effect, extended the range of services not subject to VAT locally while pulling previously non-taxable services into the local VAT net. With a multitude of exceptions and specific rules for different types of services, analysing and understanding the application of these rules would involve extended research taking up your valuable time.
