EU Aid Funds: Public Health

OBJECTIVE OF THE PROGRAM:

Supporting activities aimed at promoting public health, exchanging and disseminating information on health protection, preventing the propagation of diseases, research on and shaping the factors which affect health.

BUDGET: EUR 312 million

EXECUTION PERIOD: 2003-2008

FINANCING: Up to 80% of the project costs

PARTICIPATION:
The program is available to public institutions such as healthcare centres established by local authorities, and non-governmental organisations. The program is not addressed to private companies, but they may participate in it if the project submitted is of a non-commercial nature.

The Public Health Program offers financing for the following three types of activities:
  1. Developing health monitoring systems
  2. Developing response systems for emergency situations, including the control of contagious diseases
  3. Promoting a healthy lifestyle
 1. Developing health monitoring systems Financing activities aimed at creating systems for gathering, processing and analysing data to better inform society about public health. These activities are to ensure the creation of knowledge databases which will be used by other lines of the program.

Examples:

creating platforms for exchanging information and knowledge

preparing reports on main indicators which characterise public health

promoting the results of research on public health financed from EU funds

supporting the activities of magazines (also on-line versions)

2. Developing response systems for emergency situations, including the control of contagious diseases Help in the control of contagious diseases, non-contagious diseases and limiting the risk associated with blood transfusion and transplantation of tissue and organs.

Examples:

developing a "supervision network" which includes providing information on particular diseases and their propagation

developing telematic systems for the early warning of and reaction to pandemics

developing systems for protection from bioterrorist attacks

 3. Promoting a healthy lifestyle Co-financing activities aimed at the shaping of factors which affect one's lifestyle and promoting a healthy lifestyle.

Examples:

co-operation in developing a public health policy

research on the influence of the environment (e.g. noise, air pollution, quality of drinking water) on public health

campaigns promoting non-drinking, healthy nutrition, non-smoking etc.

The deadline for submitting applications for financing from the Public Health Fund for 2003 expired on 16 May 2003. The next deadline will be announced by the European Commission in the first half of 2004. Enterprises and institutions may still participate in this year tenders announced by the European Commission as part of the Public Health Program.
