Your issue: how to manage participation in the SIEF’s you pre-registered for

If you are a REACH pre-registrant, after the 1/12/2008 deadline you will have been assigned to a pre- Substance Information Exchange Forum (SIEF) for each substance. In such a forum, you will have to share information and research data with your competitors and supply chain. You need to reach mutual agreement on the classification and labelling of particular chemical substances. If you have specific new data available on the substance in question, you are obliged to share this information and will receive compensation for it.

The initiative to make the SIEF system work efficiently and effectively lies with the industry. You can form a consortium or an ad-hoc cooperation with competitors and your supply chain, participate in an existing consortium, or lead a SIEF. The objective of SIEFs and consortia is to allow companies to work together efficiently. In a SIEF, you will work with many parties that have various roles as well as different rights, duties and obligations. Managing effective SIEFs and consortia is challenging as it is a relatively unregulated field and best practices need to evolve. Many pre-registrants have underestimated the impact of pre-registration and are reviewing their SIEF strategies.
