International Development Associations (IDA)
PricewaterhouseCoopers (PwC) Namibia is a professional services firm offering assurance, tax and advisory services. Through our International Development Associations (IDA) department, a service line that is totally dedicated to development oriented initiatives, we offer consulting services that are designed to meet the needs and requirements of institutions and projects engaged in development work. Our past clients include donors operating in Namibia, key Government counter-part agencies through whom foreign assistance is channelled, as well as non-resident financers of development initiatives.
IDA Service offering:
Fund Management – including programmatic and financial aspects, for instance:
- PwC is the Local Fund Agent for the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) in Namibia, providing independent advice to the Global Fund regarding the activities of the Principal Recipient on a financial and programmatic basis;
- PwC is also part of a Technical Assistance team reporting to the Development Cooperation Agency of the Grand Duchy of Luxembourg (Lux-Development) responsible for the project management of the Katima Mulilo Arts & Craft Market in Katima Mulilo.
- PwC is the Fund Manager to the BMS Caprivi PMTCT/ HAART Project, also known as the Mapilelo Project, which is directed towards the prevention of mother to child transmission of HIV through the use of highly active antiretroviral treatment in Namibia as well as being involved in other community projects such as Home Based Care and Food Security. PwC provides independent financial monitoring and reporting assistance to Bristol-Myers Squibb Inc regarding the projects programme activities conducted through the relevant project partners involved.
Monitoring and Evaluation – including the provision of periodic monitoring services on a long-term basis, mid-term reviews and close-out evaluations. As an example, PwC has been appointed by the European Union (EU) to provide monitoring & evaluation services for their projects across Africa (including Namibia), Pacific, Caribbean and Cuba over a 3 year period. This involves close collaboration across our global network of PwC, EU and government offices in these countries to deliver high quality, independent and consistent services.
Strategy Development and Planning – PwC is currently working with the National Planning Commission (NPC) to develop an operational plan that will assist the various stakeholders in the implementation of the country’s Vision 2030. Strategy related assignments have been conducted in a variety of sectors that include the following, amongst others:
- Compilation and facilitation of a Master Development and Implementation Plan for the Namibia Wildlife Resorts on a project funded by the EU
- Assisted the Ministry of Agriculture, Water and Rural Development with the development of a policy to facilitate the implementation of the “Green Scheme” irrigation scheme; and
- Compilation and facilitation of a Master Development and Implementation Plan for the Namibia Wildlife Resorts on a project funded by the EU.
Feasibility Studies – have been conducted for a variety of clients in various sectors. Past assignments include:
- A National Cost / Benefit Analysis of the Green Scheme and Horticulture Marketing Infrastructure Development Scheme for the Ministry Agriculture, Water and Rural development;
- A study into the benefits derived from Namibia’s access to the Lomé and successor agreements for the Ministry of Agriculture, Water and Forestry; and
- Assisted the Meat Board of Namibia with a Cost / Benefit study regarding Namibia’s access to international meat markets.
Project Control – offering a variety of services for effective operations of projects. For instance, PwC has an Indefinite Quantity Contract with the Embassy of Sweden for the provision of professional services that may be required on an ad-hoc basis to ensure funds are being utilised efficiently and in accordance with the country agreement. Specific services to be provided include pre-award surveys, development of action plans and financial compliance reviews, and performance and close-out audi ts.
