Offered to participants that include relevant decision-makers from government, business and civil society, these papers are designed to help jumpstart a discussion to address global, regional and industry priorities shared by all stakeholders.

At a time when the public's desire for government and private-sector action towards sustainable development is at its highest point, the global financial crisis threatens to undercut the options that policy-makers might have at their disposal.

None of the measures and mechanisms for monitoring carbon emissions, ensuring compliance with commitments, or promoting adaptation towards greater sustainability, are cost-free. With public financial resources now under severe pressure, and many private enterprises fighting for their very survival, the willingness and ability of governments and businesses alike to incur additional cost will be severely tested in the near term.
