New requirements for notifying authorities about holding or acquiring foreign citizenship, residency permit or other documents enabling Russian citizens to permanently reside in a foreign country have been introduced. Specifically, a new Federal Law No. 142-FZ On Amending Articles 6 and 30 of the Federal Law On Russian Citizenship and Certain Legislative Acts of the Russian Federation (the Law) went into force on August 4, 2014.
Prior to that, on July 28, 2014, the Order No. 450 of the Federal Migration Service (the FMS) On Approving the Forms and Procedure for Notifying on Holding by the Russian Citizen of Foreign Citizenship or Residency Permit or Another Document Allowing to Permanently Reside in a Foreign Country (the Order) was approved. The Order contains relevant notification forms and procedures that must be followed under the new requirements of the Law. It goes into effect as of August 17, 2014. Starting from that date all Russian citizens subject to the Law are obligated to follow new rules within the deadlines set forth in the Law.
