A closer look at e-government

This report is based on an interview based survey concerning e-government with 180 of the most senior managers within public administration in Sweden to understand the issues affecting e-government. Among the topics addressed in the survey are the effectiveness of the support provided by the Swedish government and The Swedish Association of Local Authorities and Regions, as well as issues concerning IT governance, the national strategy for e-health, social media and open data.

Our analysis of the responses shows that extensive measures will need to be taken in order to manage the government’s goals for third generation of e-government.

There is a long way to go before Sweden has a public administration which develops services effectively on the basis of the demands of citizens and businesses, and which utilises society’s combined capacity and power of innovation. The ability of government agencies, county councils and municipalities to interact with each other, and with their external environment, must also be improved in order to achieve this goal.
