Investment challenges of main Polish cities - the 2035 perspective

The report estimates the scale of investments necessary for Polish cities to reach the level of saturation with urban infrastructure similar to the level currently observed in the Western European cities by 2035

In order to address the investment challenges described in this report in five infrastructure areas: housing, transport, Internet, social and environmental, Polish cities should have an appropriate capital – either their own or external – in the form of bank facilities, loans, bond issues and non-returnable funds such as EU grants.

The fact that many city governments are now under strong budgetary pressure means the role of the private sector in financing infrastructure becomes more important than ever before. There is a strong need that city governments cooperate with the private sector and use the capital market as a source of financing of city undertakings.
