Framework contract - Modernisation of Accounting and Provision of Assistance and Expertise in Accounting (2003 - ongoing)

  • Description:

  • The overall objective of PwC is to provide expertise, assistance and project management to the DGs, in order to achieve the above goal. The project is subdivided in three components:
    • Redefine the accounting rules and norms, processes,chart of account.
    • Design the new IT architecture, either introducing new modules of SAP, which were not available in 1996, but which could cover today the budgetary needs of DG Budget, to improve the interconnection between the systems.
    • Analyse all users’ financial reporting requirements and increase the overall ergonomics and reliability of the system.

Framework contract: outsourcing of audits (several types) on various Education and Culture DG programmes (2005-ongoing)
  • Description:

  • PwC is providing external audit services to DG Employment and Social Affairs for the audit of ESF programmes in the following areas.
    • Lot 1: Review of expenditure certification activities in the framework of Art. 8 of Commission Regulation 2064/97 by the Member States of the EU for forms of assistance co-financed by the European Social Fund between 1994-1999.
    • Lot 2: Audit services concerning projects that have been co-financed by the European Social Fund between 1994-1999.
    • Lot 3: Audit services of the management and control systems that have been established in Member States of the EU for the European Social Fund (ESF) including compliance and substantive testing of these systems and projects for the 2000-2006 period.

Framework service contracts for technical assistance on the implementation of internal control (2004 - ongoing):
  • assistance in the implementation of information, training and communication activities (Lot 1)
  • assist in implementing the various internal control standards and in creating, improving and developing methods, tools and techniques in internal control (Lot 2)
  • Description:

  • The aim of the project is to assist in the implementation of risk management and improve internal control within the European Commission. PwC provides on request of DGs methodological expertise for the development of guidance and practical tools in risk management and internal control. We also develop and give training on both topics to management and staff and assist in the facilitation of internal control self-assessment and risk management exercises in the DGs.
