Interview with Andrei Dubovskov

President and Chief Executive OfficerMTS OJSC

"Recession has adversely affected the national economies of certain countries but, all in all, I would assess the current condition of the global economy as stable rather than regressive or fraught with catastrophe. "

"I am even more optimistic about the Russian national economy because, apart from the natural resources component usually associated with it, it is based on the credible monetary policy. "

" Indicators such as the inflation rate, the economic growth rate, gold and foreign currency reserves and monetary policies attest to Russia’s sustainable position and justify my optimism about future prospects."

"BRIC countries are demonstrating extensive growth of subscriber bases. For example, China accounted for 35% or approximately 40 million of all new subscribers in the 3rd quarter of the current year; while Brazil accounted for about nine million new subscribers. "

"Moreover, there are serious advantages inherent in Russia’s economic stability: household income and spending power is on the rise, so our people tend to spend more money both domestically and outside of Russia. "

"A significant portion of our investment aims to ensure the stable operation of our networks and backup facilities, and eliminate the potential threat of cyber attacks. "

"Russia has recently enacted a law on personal data protection. This is a very important area for us and we have been giving it a lot of attention. So, yes, we see cyber attack as a credible business threat, but do not treat it as a global one similar to an adverse, large scale economic challenge. "

"As regards a less strategic response, our company has a really strong ability to adapt. We are inextricably linked to each of our individual subscribers which give us a very wide revenue base. "

"We generate and take an active part in various corporate and social responsibility initiatives. We are spending huge amounts in this area to support various initiatives as a sponsor, as a participant of the process, as a co-organiser and as a technological partner. "

"Our annual corporate responsibility report, which is usually highly regarded by specialists, reinforces this point. MTS has an energy efficiency program in place that has enabled us to realise a 5-6% reduction in gas consumption costs in 2011. "

"Operational profitability is very important for our investors, and while telecoms profitability is falling around the world, we have managed to post gains over recent quarters. We also believe that being independent of natural resource monopolies is an advantage for our business."

"I believe that a true leader should live and work in such a way that anyone could see them as a role model."
