This English translation of the new Russian Customs Code, which took effect on 1 January 2004, should be of great practical interest to the customs, tax, and legal specialists of foreign firms investing in Russia and multinational companies having representative offices and business partners in Russia.

The translation follows, to the extent possible, the format of the Code’s official Russian text, as published in the Russian official government newspaper “Rossiyskaya Gazeta”. Specific terms and definitions have been translated with reference to the European Community Customs Code (Council Regulation 2913/92/EEC of 12 October 1992), the Kyoto International Convention on the Simplification and Harmonization of Customs Procedures, and international customs practice. The new Russian Customs Code contains 439 articles, which clearly define the rights and obligations of the customs authorities and of parties involved in international operations.
