Taxpayers had good reason to welcome Congress’s support for the US based research efforts as they analyzed the significance of the new alternative simplified credit (ASC).
Unfortunately, after Congress took such significant steps to promote new research activities, the IRS in April 2007 designated the R&D credit as an LMSB Tier 1 issue of high strategic importance to the IRS, and released a draft report that addresses the important concept of substantiation as it relates to claiming the credit.
