Case study: Structuring the German emissions trading authority

The issue


The German Ministry for Environment (BMU) responsible for the implementation of the emissions trading directive into German law, had to organize a new authority that would be responsible for an emissions trading system in Germany. The BMU turned to PricewaterhouseCoopers for advice on the operational and organizational aspects of this new authority.

Our approach

  • The instruments by which the authority would be organized
  • The authority’s structure
  • The processes by which the authority would carry out its mission
  • A draft plan for the assignment of business to the authority

The outcome


Our advice helped the client establish the operational and organisational structure of the new authority with responsibility for emissions trading in Germany.
