Government sectors

Many of the challenges faced by the public sector are no longer of domestic origin or impact. Globalisation, migration, climate change, poverty reduction and security require international as well as national responses. This in turn results in increasing interdependence internationally and the opportunity for sharing approaches and lessons learnt in the delivery of public services. Domestic policies and actions can no longer exist in a vacuum but often take place under the scrutiny of international agencies and of other governments.

The delivery of public services has become increasingly complex. To some extent, this complexity is driven by increasing inter-dependence: between national policy and local delivery of public services; between national public sector organisations themselves; between deliverers and the citizen; and between the public and the private or voluntary sectors, with public services increasingly being delivered by third parties e.g. through Public-Private Partnerships. Understanding these inter-dependencies in public service delivery is an issue of fundamental importance in translating national policy into delivery on the ground.

State and local government plays a vital role in the social and economic well-being of most countries and is important in the development of new models for public service delivery. The challenges and opportunities faced are complex and demanding: developing and implementing economic regeneration strategies; developing sustainable and safe communities; educating children and adults; and achieving neighbourhood renewal. Cities and towns face challenges of management which, whilst often apparently unique, often have common drivers with the resulting opportunity for innovation and learning lessons across borders.
