Many of the challenges faced by the public sector are no longer of domestic origin or impact. Globalisation, migration, climate change, poverty reduction and security require international as well as national responses. This in turn results in increasing interdependence internationally and the opportunity for sharing approaches and lessons learnt in the delivery of public services. Domestic policies and actions can no longer exist in a vacuum but often take place under the scrutiny of international agencies and of other governments.
