Outsourcing of public sector forestry programmes

Cost pressures have forced many governments that manage publicly-owned forest lands to look for alternative forest programme delivery models. Clearly, governments must take care to ensure that these alternative models do not compromise public policy or the government’s ability to deliver quality services. Nonetheless, in recent years outsourcing of some or all of forest programme functions and tasks to a third party organisation has emerged as a viable way to increase efficiencies, reduce costs, and maintain or enhance service delivery.

Governments face the challenge of finding cost-effective forest management and investment programmes that satisfy the needs of the forest and paper companies, taxpayers and other stakeholders. Several programmes now in their second or third year of operation have demonstrated that with a third party administrator of forest management programmes, a government is able to run a cost-efficient programme that enhances service delivery, while at the same time fostering innovation.
