Industry overview
New Zealand's water and wastewater industry is dominated by local government owned monopolies with minimal private sector involvement aside from asset construction and maintenance. In 1999 the government initiated a review of these industries to determine an appropriate regulatory regime to encourage efficient investment, optimal resource allocation, sound operational and demand practices, innovation, service improvement, transparency and accountability. This review was subsequently not progressed.
Although there is a range of separate governance and funding arrangements for water and wastewater, stormwater is generally delivered through council departments directly and funded through rates rather than user charges.
