Representatives of local authorities are in a far from easy situation. The citizens put increasing pressure on the quality, accessibility and efficiency of services provided by local authorities, however, the majority of rules which have to be complied with, were defined on the national level. Since the beginning of the local governments´ existence finding the balance between the achievable income, the scope of duties and the related expenses has been an issue for which it is not easy to find a solution.

The public service reform led to other challenges on the regional, municipal and community levels. How to increase effectiveness of the public service function within municipal authorities? How to harmonize requirements for independent and assigned competencies of local authorities with limited financial and human resources? How to harmonize delegated powers with expectations of citizens?

How we helped the clients

  • We cooperated in a PPP project preparation for a large Czech town, including definition of the project contents, preparation of a feasibility study, analysis of financing possibilities and proposed procedure for the project implementation.
  • We assessed and identified problem areas in the system of implementation of Regional operational programmes for the period 2007–2013.
  • We helped to set up an internal control system and an internal audit function on the regional level.
  • We prepared a PPP structure for a project of school and sports hall construction in Estonia.
