PwC talks to the public sector about Results Based Budgeting

Representatives from 12 public sector organizations in Edmonton attended a round table discussion on Results Based Budgeting (RBB). The event addressed RBB within Alberta and the public sector and provided a networking opportunity for all attendees.

Jean McClellan, a partner in PwC’s Public Sector Consulting and Deals practice, welcomed the guests to the event and defined what RBB is including scope and coverage. Arun Gupta, a partner in our Consulting and Deals practice, discussed the timeline and overall approach.

Results Based Budgeting is the Government of Alberta’s initiative to deliver programs and services more effectively, focusing on outcomes. The process involves a three year initiative that will look at all government programs and services, making sure each one align with the outcomes that Albertans have identified as priorities. The initiative isn’t about reducing budgets to meet a spending reduction target, although savings are to be expected. It’s about aligning expectations around the expected results, allocation of resources and creating accountability to achieve the outcomes.

Attendees had the opportunity to voice their concerns and challenges with implementing the new approach. Some of the challenges with RBB are fundamental shifts in the allocation of resources and shifting accountability for inputs to outcomes or resources. They also helped explore critical aspects to consider during implementation of RBB. Jocelyn Faske, a director from our Consulting practice also attended the workshop and shared her experience with participants.

RBB is a process to achieve optimum alignment between strategy, budgeting, performance metrics and outcome accountability. There are different approaches to get there and starting early is crucial,” McClellan said.

Arun Gupta has a broad cross section of experience working with our public sector, health-care, oil and gas, and utilities clients on consulting engagements, internal audits, IT audits, operational audits, governance and ERM for the last 20 years. Jean McClellan oversees our RBB engagements. She has significant experience working with government and quasi government entities through program reviews for effectiveness and sustainable cost reduction programs.
