Performance Efficiency and Effectiveness Reviews

Ensuring value for money in the public sector is a key issue. Local and central government need assurance that the services provided by their organisations are efficient (produced at least cost) and effective (fit for purpose) and that the organisations themselves will be viable in the longer term.

PricewaterhouseCoopers has a proven framework and methodology for undertaking in-depth efficiency and effectiveness reviews.

Our methodology can be tailored to meet the needs of the governing bodies and/or the needs of agencies with responsibility for monitoring the performance of central and local government organisations.

We have successfully completed efficiency and effectiveness reviews in respect of Crown entities, Government departments, local government and specific local and central government programmes and initiatives.

Our approach:

  • builds an understanding of the entity well beyond that which can usually be obtained through routine analysis of entity reporting
  • reviews multiple dimensions of performance and so provides a holistic approach to performance assessment
  • strengthens relationships between the entity and its monitoring agency
  • draws on the expertise of independent advisors who are well placed to offer advice on a wide range of operational, management, governance and financial matters
  • incorporates benchmarking where feasible
  • provides practical recommendations for improving performance
  • provides overall assessments of the healthiness of an organisation.
