As expected, the months since 15 June 2006, when the Minister of Finance read the National Budget for the fiscal year 2006/ 2007 have been marked by intense lobbying by taxpayers affected by the key changes proposed in the Finance Bill and discussions between the Treasury, the KRA and stakeholders. Various amendments to the Finance Bill were proposed on the floor of the House during the first and second readings of the Bill and in the Committee stage, culminating in a final debate in November where some of the key provisions of the Finance Bill were dramatically rejected by Parliament.
